Well, the real problem is that not only content (quantity) is missing but also quality. The game will be released with still thousands of problems and bugs and there is no gameplay improvement at all compared to A2/OA.
You are still a virtual stick running around in a clean holiday environment (war is dirty) with virtually no interaction with your environment except when you find an action added to some object. Everything on the island is still simply flat with almost no cover except some stones lying around. Gras is useless as it isn't rendered that far. And so on and so on.
